I’m afraid you have zero chance of being able to move to Australia as you simply won’t qualify for any visa that would allow you to do so.
You are not a skilled worker under 45 in an occupation listed as being in need of workers or a successful business person under 55 with very substantial assets, so the only possible visa for you at age 60 is an Investor Retirement visa and your stated income is nowhere near the minimum required. Australia in general and Perth in particular would have been a great place for you in many ways but you would really struggle to have the kind of good life you have in mind on only $25,000 – our minimum adult wage is $28,276 and people really have trouble making ends meet on that.
You will not be allowed to settle permanantly in Australia at age 60 – unless there are certain extenuating circumstances (last surviving relative etc) that you have not indicated.
So sorry, forget the whole idea.

perths weather is nice but at times. like today it is really hot.
you can rent a cheap apartment and some stores like IGA are cheap for groceries. there are also many good clothes shops for good prices. i recommmend a place in subiaco.
You will enjoy Perth. At your age Perth is perfect, it’s a very relaxed, slow going city.
$25,000 for one person, well you would survive but you wouldn’t be comfortable unless you have a stock pile of cash at the moment.
Rents in Perth are quite high, you would score a one bedroom in a close to inner city suburb for about $170-$210 a week. You will want to live either close to the city or close to the water. There are too many suburbs in Perth as in any other big city to run off every “druggie” suburb. Best bet is to PIck which area you want to live (north, south, cloast etc) and then find out which ones are safe. As a rule of thumb, Inner city, North to 5km out, North West, and just south of the city are quite safe. Just stay away from Northbridge which is innercity. Be careful of south coast, it’s tempting because it’s on the coast but with a couple of exceptions it’s not as “civil” as the North West coast.
I think you will enjoy Perth, just try and score a better income so you can appreciate it.
